All nationals and citizens of countries and regions, that do not have the visa exemption arrangement with Japan, are required to obtain a visa to enter Japan.  If you are subject to visa requirements, you must apply and receive your visa before your departure for Japan.  You may not apply for admission to Japan at the port of entry.
